Add pipeline tag, license, and link to paper

This PR improves the model card for ViQ by:
- Adding the
pipeline_tag: image-feature-extractionto the metadata to make the model discoverable on the Hub. - Setting the
licensetoapache-2.0. - Linking the model card to its paper on arXiv: https://huggingface.co/papers/2606.27313.
- Updating the placeholder arXiv ID in the bibtex citation with the correct one.
